Constitutional Neutrality among Economic Policies

Pincione argues that usual conceptions of democracy are biased against free-market policies because rational citizens lack incentives to invest in reliable information about how society works. Widespread rational ignorance, reinforced by various forms of posturing undertaken by politically active citizens, prevents the vote from expressing genuine consent to public policies. Genuine consent obtains only under a constitution that protects property rights strong enough to give citizens opportunities to form or join voluntary communities from which they can exit at any time.
